Create generic servo opcode & multi track level crossing #174

Need to implement a few more bits like a generic servo opcode and a multi occupancy counter (eg to automate a multi track level crossing) also the hook to WiThrottle so that routes can be started once a train has been manually driven to a suitable place.

Exrail now includes servo facility and withrottle route definitions.. but not crossing counter, yet!
