Adding GitHub issue templates to help users and team members provide sufficient information when raising GitHub issues, as well as a workflow to have these and pull requests automatically added to the project Kanban.

Regarding Bug Report | Submit a bug report Bug Thanks for taking the time to submit a bug report to the DCC-EX team! In order to help us to validate the bug and ascertain what's causing it, please provide as much information as possible in this form. example; Processor : Mega2560 Motor Board: Standard L298P Motor Shield WiFi device: MakerFab ESP WiFi Shield DCC-EX: v4.1.1 Throttle: Engine Driver v2.33.155 etc.
