Add Hard Stop button to Throttle panel

YES! I had completely forgotten we were missing this! Definitely needed for version 1.3.0

@matt-hu I have commited this to master. It is all working fine But I need your help to disable it when there is no locomotive selected / no power / not coenncted to DCC++Ex.

@ManiAkasapu Nice work! I will have a look and try and get it disabling when I have a decent amount of time to sit down and work on it.
