How do you feel about this language?
The measures adopted by the Council and included in the Statutes at Large are dedicated to the public domain through a CC0 license. In addition, any original software and works developed by officer, employee, or agent of the Council of the District of Columbia are dedicated to the public domain through a CC0 license. Software and works created by third parties and incorporated into the source code of the site may retain copyright protection.
And then at the bottom:
The District of Columbia Statutes at Large are available in the Public Domain.

In both cases, the provision links to the CC0 license.I'd recommend making this a little more in-depth for a couple of reasons, which I recognize are nitpicky. First, there are different possible interpretations of "content" and, to a lesser extent, "documents", such that users could think that the full source code and/or third-party libraries are included in that grant. Second, CC0 is not necessarily a public domain dedication, but rather an attempt to do waive rights to the maximum extent possible. A further wrinkle is that the current Copyright Compendium considers works by "an officer or employee" of DC to be ineligible for copyright protection in the same manner as a work of the federal government.
