because of the changes to the DCLP branches

I made a commit to development which should fix that but for some reason it didn't change the link.

@m-k-r did you re-run generation of the HTML?

I used lein run in navigator/pn-indexer/ and stopped after html and texts were generated

I'm going co-assign myself to this ticket so I can run this transform in our test harness and see if we get the problem with statically-generated HTML outside the navigator framework.

The XML links are working now.
