Adds very basic python framework, including:

• swig framework
• Integration of swig framework within cmake. Main issue is that all bindings are within a single file. cmake doesn't deal well with multiple-file dependencies and swig.
• Behavior driven development using behave
• Integration of behave feature tests with ctest and cmake. Mostly, this requires installing dcprogs to a fake directory and performing tests with adequate environment variables so package and libraries get picked-up.

Other observations:

• A fair bit of the bindings include tailored code: e.g. to copy or not to copy matrices and vectors from the eigen library, creating properties, making some functions capable of handling scalar and vectorial numpy input.
• Currently the swig and behave dependencies are not downloaded automatically
• cmake and python have an uneasy relationship. Please see wiki

The last four commits are to get the branch running on jenkins. Unfortunately, due to a bug in the current release, this means a development version of behave is currently needed to run the tests and output junit stuff that jenkins can parse.
