rxTime.setNow() should be called immediately after msg_recvfrom #39

we had it in the past.  Meanwhile, many people added a lot of code between 
these 2 lines.  

As a result we take the rxTime a bit later than we could.  This had some minor 
effect of our accuracy.  There is no need for this.
