Implement static website for ISMIR2020 conference

• [ ] Summarize information needed for launching ISMIR site from previous ISMIR sites
• [ ] Ask ISMIR2020 organization committee to agree on information needed for all pages of the site
• [x] Ask Jean Bernard Ngmansun (McGill designer) for the blue print of the site graphic design
• [x] Set up template site using Jekyll as the site generator (ask @evansavage)
• [x] Find a set of three templates with a good fit for the site and show it to the ISMIR2020 organization committee
• [ ] Create all pages needed for the site
• [x] Serve the site using Github pages
