Add a toggle to set @con for neume components #1201

MEI neume assumes that ncs within a neume are connected, so for inclinatus, we should add a toggle to set @con to indicate that the ncs are not connected.

[ ] Add toggle to set the attribute @con
[ ] Show the information in the Element Info section
