Figure out how to get dependabot to work well with poetry #850

I'm now unclear whether they actually aren't working well together, so I'll put any development of this on hold until dependabot opens a new request.

We've now seem multiple dependabot PR's opened that seem to be working well with the poetry set-up, so I'm going to close this now.
