something similar to announcments but
when the right time comes (the time is set by admins in txt file)
server shows a messge in yellow text and broadcast for about 5 seconds
example of use
on ddmax it would be used to warn players about server backups and upcoming CP or timeout
example of .txt file
15:45 - server backup in 15 minutes 15:58 - server makes a backup sorry for inconvenience
