Only allow voting team members to spectators to prevent abuse #238

Someone can simply join an empty team and vote another player from another team to specators. This commit should fix this.

There might be other bugs in the spectator voting, but I'm not sure.

please also check the bug

that sometimes it is allowed that players from spec or team 0 or any team can vote kick from other team example team 1 can sometimes vote kick team 2

I can't reproduce that bug. Any idea how it happens?

yeah we also tried so many times to reproduce it but cant its just sometimes happens

than people from one team (team 0 or other) or spec can vote kick players from other team =/

If this doesn't fix it I have no idea.
