What will the enhancement do?

 -) Add an Option to Constrain Audited Users Against SYS.USR$.

How is this currently done or handled?

 -) A section of GENERATE.PKB must be un-commented to enable this constratint.

What version of the product are you using? On what operating system?

 -) Pre-Release 0.11

 -) Allow a user specified datatype to be used for _USR column
 -) Add new column to APPLICATIONS that defines a foreign key reference
 -) Default the _USR datatype to VARCHAR2(30), no foreign key

This solution is able to link to external user validation.  However, the GUI 
Maintenance Forms will require a custom method to "Set_usr" if the default 
audited user is not used.
