Header Comments Need to be Consolidated in Generate #74

What will the enhancement do?

 -) Create a header_comments procedure that will consolidate common SQL script header generation

How is this currently done or handled?

 -) Header comments for each SQL script are generated with dedicated PL/SQL within each of the script generation procedures.

What version of the product are you using? On what operating system?

 -) Pre-Release 0.11
