Tags: the different skills from the competencies paper

One question then would be how to implement the tagging:

• We could follow the approach of the RSE Competencies Toolkit.
• In the literature guide on the preCICE Website, we are defining publications as yaml files in a collections folder (example) and then render them in the literature guide (example).

In https://github.com/DE-RSE/survey_rse_training/pull/6, I used Jekyll collections to define a resources collection.

In that, I defined a skills and a audience list:

skills: [DOCBB, LIBS, SWREPOS, SRU, TEAM, PM]
audience: [learn, teach]
