Bathing waters with measures can have very long descriptions #116

@CBUCKLEYBS9 noticed that I had missed the measures summary statements from the pollution sources info box. Adding this in, in some cases, makes the text overflow the allocated space by quite a large margin. So much so, that simply reducing the font size would not be a solution (font would be unreadably small).

I will investigate solutions, starting with re-arranging so that we can overflow into the space used by the map if we have to.

@CBUCKLEYBS9 @tamsinappleton I've made the changes as discussed. It's obviously quite a big change, so I'd appreciate as much testing as you can do.

Chris loading the current signage data to staging server in 30 mins... will test more when they are all up (missing Combe Martin and Weston) but those up for now look fine.

@CBUCKLEYBS9 Noticed an issue with Windemere Millerground Landing, in which the map is not showing when it could (the BW is not in PRF, so there is more space for pollution sources)

Also, it's not sufficiently obvious why the map is disappearing. I'll try to make that more explicit.
