Task: JS and non-JS workflow #24

Reframing this after the project meeting on 2018-01-30. We need to support both a non-JS wizard-like UI, in which users make one decision at a time, and also an interactive JS-based designer in which feedback is more immediate.

This task is to extend the application framework so that both styles are supported.
