This is the feature for selecting a bathing water for which to generate a sign. The user is able to select the bathing water by name, by EUBWID, or by controller name (to make it easier for local authorities with many bathing waters to find their beaches).
This PR only addresses the non-JS workflow for selecting a bathing water.
