Amend welsh service title #1959

Currently, the Welsh title across the server is 'Trwydded bysgota â gwialen', which translates to 'Rod fishing licence'. Instead, it should read 'Cael trwydded bysgota â gwialen', which translates to 'Get a rod fishing licence'.

This ensures consistency across the service.
