From ODA:

I think it would be helpful to include ’Nitrate’ in surface and ground water. I realize that most surface water will be ‘attaining’, but in much of the Deschutes Basin, it would be helpful to see the attaining results because phosphorus is so high that nitrogen is often the limiting factor for algal growth.

ODA did not mention Nitrite or TN but since we have TMDL targets for all of these parameters we should consider adding them to the list.
