Change the default Port 3000 to a new number #29

I'm thinking about the future if we need to run the complete Ocean stack with all services & apps on one VM

The port number 3000 has already been taken by pleuston, and so will clash if we want to have Koi and Pleuston running on the same network address.

The port number has been changed to 8191, hence closing
