ISSUE: #13: Include configurable accessibility and cookie statements

Addresses ISSUE #13

• By setting some new values in polis.config.js you can show/hide links to the terms of service, privacy notice, accessibility policy and cookies notice throughout the site
• Setting those variables also determines where they link to
• Include /accessibility and /cookies endpoints with semi-complete templated content
• server does not have a polis.config.js file - use the .envrc instead - Look to migrate towards a more consistent configuration setup in future

Testing

• e2e tests currently broken - looking to merge in https://github.com/compdemocracy/polis/pull/1242
• Its not clear if some portions of the code are still in use - code changes were applied but I was not able to test them e.g. in renderLtiLinkagePage
