Refactor from Gulp to Webpack in client-admin #30

Merge in latest pol.is upstream to get https://github.com/compdemocracy/polis/pull/1242

This contains the migration of client-admin from Gulp v3 to Webpack and includes removing a lot of legacy modules - 133 vulnerabilities (9 low, 39 moderate, 72 high, 13 critical)

Merge in changes to remove legacy, self hosted, Gulp 3 and upgrade our Node and NPM versions to match client-participation
