Move scripts to tmpl folder and add bin/bundle

Review commit by commit (see descriptions where appropriate):

• Add existing project instructions to README
• Add read_template and bin/bundle
• Use a sh script for bin/dev
• Use Thor chmod instead of run chmod
• Move out templates into tmpl folder

We can iterate it further and maybe steal that if need be!
