Once a mentor has been assigned to mentor an ECT for the first time, they become eligible for mentor training (note some exceptions) delivered by a provider.

There are different scenarios where a mentor needs access to ECT training materials with a provider vs when they need mentor training with a same or different provider.
We need to consider how the data model can accommodate these scenarios.
