Decide how the cut offs on school start date will work for showing LP, AB and potentially DP, if we allow schools to register them and how this might impact cohort logic #537

Why?

When we showed Nathan our designs for school start date for ECTs, he mentioned we should think about how the cut offs will work for deciding what LP, AB and DP we show to schools.

We'd hope most ECTs are starting in September-April, so it'll be obvious. But potentially where they'd starting in June, July and August, there might be more ambiguity. For example, some ECTs do 'interim' training with materials in that last term so they can start training properly in September the next year. This means that even though technichally they're starting in the previous academic year, we'd probably need to show them the lead providers, delivery partners and ABs for the next year.

@mason-emily also mentioned however that if LPs are doing this sort of interim training, they probably need to be LPs across both academic years anyway. Either way, we should consider how to show ABs and DPs too, or how else to treat these ECTs that start at irregular types of year.

We also need to think about when we might want to prevent schools from going forward. For example, if the ECT is too far in the past (e.g. the school is registering someone for training 2 years late) or in the future (they're registering someone over a year in advance.)

@ltello also flagged how ECT at school date might impact cohorts. It might be helpful for it to - it could clear up some of the cohort problems we've had.
