Design an unhappy landing page for unhappy Claim endings

Why?

When there are Claim "unhappy endings", we are currently showing an error message on the "search for an ECT page", however we think that users need more information than this to understand the reason for the Claim flow being blocked.

What?

In order to play back relevant information, we need to build an "unhappy landing page" template. We'll display relevant information here when we can match to a TRS / CPD record but there is a reason to block the Claim journey: Applicable scenarios are:

• Teacher does not have QTS
• Teacher has already completed an induction
• Teacher is exempt from completing an induction
• Teacher has an alert which is categorised as a prohibition from teaching
• Teacher has an open induction period with another AB

This ticket covers building a template page we can direct to after the "Search for an ECT"
