Design error pages for adding a mentor

Why?

We want to check the error pages for adding an ECT and change content or add additional pages as necessary.

What?

Do designs for the following error scenarios:

• [ ] Blocking registration when an ECT or mentor has a prohibition from teaching alert #715
• [ ] When a mentor is already registered as a mentor at the school and cannot be re-registered #644
• [x] When a mentor's TRN can't be found (The TRN doesn't exist in the TRS) https://github.com/DFE-Digital/register-early-career-teachers/issues/764
• [x] When a mentor's overall details can't be matched (TRN + date of birth or TRN + National insurance number) https://github.com/DFE-Digital/register-early-career-teachers/issues/759
• [ ] When a mentor's email address has already been given for a different person (identified by different TRN)

It's worth considering of these error pages, which are 'complete dead ends', and which might be pages we expect the user to try again.
