Why?

Map out business rules for release & outcomes to understand what validation rules are left to introduce and to write out a list for use when sharing with policy colleagues.

What?

Add updated service rules to the service manual via github
Iterative approach to the rules, edits and changes are easily possible, adding in reviewed rules from the word document version and can make updates where necessary

Added release rules into this yesterday. Going to add record one in now - these might be subject to change.
