Some recommendations on frameworks to use for prototyping apps and how to host, i.e. Heroku.

Detailed in the service manual and the GOV.UK Prototype Kit encourages the use of Heroku with detailed instructions of how to setup and deploy.

@dankmitchell feel free to add it as guidance - either in The DfE Digital Technology Stack section or as a separate prototyping guide under Guides. Look forward to the PR. :)
