I've updated the tech stack guidance to reflect the DfEs current location and recruitment strategy.

Can we strengthen this a little by saying C# .NET 6+ ? .NET Framework is being maintained and seems Microsoft aren't saying don't use it, but for web dev MVC 4 is a mile away from MVC 6 and I don't see significant enhancements or interest going the MVC 4 route.

Maybe we could put latest LTS version, so we don’t have to keep updating it?
