Burrows as filters for other commands. #3329

How many times did you open access to caverns and your dwarves happily rushed to collect every single piece of garbage on the ground or to clean a random pool of blood. And no matter how hard you try to forbid all that garbage in caverns you will always miss one.

So I was thinking if maybe we could use burrows as some sort of mask or filter for other commands. We could mark with a burrow what we consider to be ours and then use it to forbid everything outside of it or dump, or set to be melted or even clean. Who knows what else could be done with it.
