buildingplan used to implement this, but it was removed when zones changed. we could reintroduce it, but as a separate tool (it never fit well with buildingplan).
It might make sense to combine this functionality with the proposed tool that restores room assignments to units that have returned from off-map. (https://github.com/DFHack/dfhack/issues/4277)
