After injuring a wide variety of animals by teleporting them into the air several z-levels above a stone walkway, I've figured out what is going on.
Dwarf Fortress is not marking work animals assigned to mercenaries as needing healthcare when they are injured.

A War Grizzly Bear assigned to a resident mercenary got its paw severed by a FB made out of snow. Despite leaving a trail of blood gouting from its leg dwarfvet (enabled) reports no creatures are injured or in need of treatment.
I tried re-injuring the creature but dwarvet still doesn't recognize it as an injured creature. I confirmed that dwarfvet is working when I injured other creatures belonging to my fortress, including another War Grizzly Bear.
I figured it probably doesn't recognize the creature as belonging to my fortress because it's assigned to the mercenary, so I tested by assigning another War Grizzly Bear to the mercenary and injured it; once again dwarfvet does not recognize the creature is injured and is in need of treatment.

One of the archives is a couple of files (item_gloves.txt and item_shoes.txt) I used to overwrite the vanilla files because I forgot to enable some mods before starting the fortress. I included them just in case. They should go into data\vanilla\vanilla_items\objects
The mercenary in question is called Sodel Kovestudib, assigned to the Absolute Turquoises squad that patrols the 1st cavern. I've pastured her injured bear and assigned her a new one, you can try injuring either one to test things out.
