Cross node dev mode doesn't trigger the dev event #63

Describe the bug When entering dev from another node, the mod doesn't recognise you are in dev. It seems the "You are in dev mode" message has gone

To Reproduce Steps to reproduce the behavior:

Use the game menu or my plots to join a plot

Expected behavior All dev features activate

Checks Please check all these for more infomation with the bug.

[x] I am using the latest version.
[ ] I have tried disabling various options to see if they cause the issue, such as new ones or ones I have recently enabled.
