Fast fee amends #71

This will fetch recommend fees from mempool.space and before any problem it will fallback to the electrum recommendation (previous implementation)

there are also 2 more ETAs, 9minutes for the fee greater that the fastest recommended and 1day for fees lower than the slowest recommended. ETAs
