Translations + french localization #280

Hello ! I tried to merge main into the previous translations PR (#228) and make it work. I had to move the init of the effect names settings after the i18n is loaded. I don't know if there is a better way or a better hook. I added french localization. If the merge is too complicated to review, i can try to make cherry-pick from the main insead. Don't hesitate to tell me. Thank you for you work

Out of date... Not inherently wrong, just out of my scope to fix at the moment
