Empty <p> tags above and below description in chat output #286

Describe the bug If you have chat output on and have a description on your effect, DFred inserts empty

both before and after the chat output.

To Reproduce Steps to reproduce the behavior:

  1. Create new custom effect.
  2. Write description for new custom effect.
  3. Toggle chat output on.
  4. Apply effect on anything to see chat output.
  5. See error, empty

    lines before and after the output in chat.

This does not happen with effects made before changing to the new editor with DFred. Please see example of this in the screenshot.
