Make the not selected circles grey when one is clicked. #16

This is already the case when the Landkreise are shown. But it behaves differently for the Bundesländer. I would advocate that the Bundesländer should behave like the Landkreise do (rather than the other way round).

And, honestly, I never though I would write this sentence in my life....
