The game allows me to apply water from the various sources to some of the items, including weapons. I'm guessing it can be used to wash away the coating, but it doesn't do that. The game asks me if I want to remove the coating, I say yes, then it says the coating was washed away, but it's still there.
I'm not sure if water is intended to wash away coatings or not, but from the game messages I get it appears that's the intent.
