Make it possible to start the game with a deep dungeon in Hobbiton.

Some players just want to have a single town and a deep dungeon without the wilderness. The dungeon levels are still unique and a highlight of Unangband, so there is enough reason to play the game without the wilderness and just one deep dungeon as a starting option.

In this case, the town should always have a scroll of Word of Recall available for sale and the player starting with that item in inventory.

If I remember correctly, another game, FAAngband, also offers this starting option. People on the Angband forum have been requesting this option in the past for Unangband.

That idea actually exists in Unangband. Just turn the birth_campaign option off. I have considered removing it, but decided against at least for now. I do not currently intend to make changes specific the 'traditional dungeon' style.
