Enrich sigla.json with all Information from https://parzival.unibe.ch/hsverz.html so that /hsverz can be generated out of sigla.json

This is on hold until https://github.com/DHBern/parzival-static-api/issues/6 is resolved

All relevant info should now be accessible in https://dhbern.github.io/parzival-static-api/api/json/metadata-nomenclature.json

The only exception is this part here at the bottom of the page:

Perhaps it makes most sense to embed it directly in the frontend?
