added fix for rotating public key test docker #16

Is this really necessary? I would imagine that nvidia updates their docker images, at least the recent ones like 11.1.1-cudnn8-runtime-ubuntu20.04 that is used here.

That's a good question, I am not sure that it doesn't work for the newer containers, but for older containers, it has this issue: https://forums.developer.nvidia.com/t/notice-cuda-linux-repository-key-rotation/212772.

I'll try building the images now.
