Publication page not exisiting if there are not publications #424

The Publication page will default to the current year. However, if there are no publications for that year, the page will not exist. This is mainly a problem at the beginning of a new year, as there are no publications yet

For the pathology site, i hardcoded 2021 for now, but needs a better solution. In pelican config, there should be a check if there any publications for the current year

Joey fixed this but has not pushed it yet. @JoeySpronck will push this soon
