add max file transfer #26

add max file upload in config and in code

done with download and added to configs, need to do upload, but since it's a stream I don't have a length. I need to create a stream wrapper that counts the bytes and throws an error if it gets too big. This would be something to add in jargon. So I'll leave this to the next release
