initial irods-ext template database and service implementation

Create a new ref implementation of metadata templates from https://github.com/DICE-UNC/jargon-extensions-if as an irods-ext based database service.

• Define table structure and initial migrations
• Define dao and services that implement metadata templates per the Consortium MDTemplate working group output
