Begin an updates page for the R package #130

Let's start tracking the updates to the R package. I just added procedures for analyzing U-statistics of degree 1,1.

I will keep track of the version of the R package with the version of iMRMC java program followed by a label corresponding to the R updates. So right now the version label is iMRMC-v3p3-R1p1

@qigongFDA Hold off on this until I submit to CRAN. Some of the guidance I am reading about submitting R packages will change how I do things.
