Sizing predict bias and unbias result #83

In DBRecord/BDGforSizePanel method. We only calculate unbias totalVar. We need to figure out whether we also need bias totalVar.

We do not need the biased version of totalVar because there is no point. In my opinion, the biased estimates are only useful if unbiased estimates are negative.
