Add warning message when the trial design has fewer than 4 replicates of each treatment #30

Give users some feedback if the design results in very few replicates. The message could vary if there are one or two inputs, recommending that they either reduce the number of treatment levels or only run an experiment on one input. This warning would be added to assign_rates()

@tmieno2 Do you agree with this? I plan to work on this next if so. I think it would be useful for both the regular package users and the website.
