new options to generate config with existing state of workflows createworkflowstate
refactored big portion of workflowstate to allow for sharing logic
include other categories of workflows to be updated
- workflows: handled same as modern flows by name
- actions: new json object based on unique name
- business rules: new json dict based on table and nested rules by name

Unsure whether to mark this as breaking change. Other types of workflows will by default be tried to enabled and not only modern flows based on existing usage and configuration
